About Us

The Army Civilian Career Management Activity (ACCMA) was established in 2020 and is assigned to the Army’s Civilian Human Resources Agency (CHRA). Created as a result of the Army People Strategy’s Civilian Implementation Plan, ACCMA is designed to enable the Army to be proactive with civilian talent management. The Army People Strategy established that the total Army would acquire, develop, employ, and retain the diversity of Soldier and Civilian talent needed to achieve total Army Readiness. As a part of CHRA, ACCMA supports the CHRA mission of recruiting, developing, and sustaining a professional civilian workforce through effective, efficient, and responsive human resource products and advisory services by focusing on providing career management services to Army Civilians across the human capital life cycle.

Leadership

Edward C. Emden

Director, Army Civilian Career Management Activity

Mr. Edward C. Emden serves as the Director, Army Civilian Career Management Activity. In this capacity, he is responsible for leading Army’s career management enterprise, which provides workforce planning, recruitment, talent acquisition and development, and career management services for Army Civilians through 11 career fields. He is responsible for ensuring career management programs and resources align with and progress toward Army People Strategy objectives and strategic outcomes.

Prior to his current assignment, Mr. Emden served as the Assistant Deputy, Civilian Workforce Transformation in the Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs), responsible for planning, leading, and conducting oversight and analysis of strategic workforce planning, career management, and workforce engagement issues on behalf of the Deputy Assistant Secretary of the Army (Civilian Personnel).

His earlier assignments include Deputy Chief, Operations Division, Army Manpower Analysis Agency; Chief, Unaccompanied Housing, Office of the Assistant Chief of Staff for Installation Management; and several positions in the manpower analysis field within Headquarters Department of the Army, U.S. Army Materiel Command, and U.S. Army Medical Command.

Mr. Emden holds a master’s degree in operations research from George Mason University and master’s and bachelor’s degrees in economics from the University of South Florida. He is the recipient of a number of performance awards, to include Superior Civilian Service Awards and the Commander’s Award for Civilian Service.


Craig M. Ritza

Director, Plans and Programs, Army Civilian Career Management Activity

Mr. Craig M. Ritza is the Director of the Army Civilian Career Management Activity Operations and Plans. In this capacity, he is responsible for leading Army's career management enterprise, which provides workforce planning, recruitment, talent acquisition and development, and career management services for Army Civilians through 11 career fields. He is responsible for ensuring career management programs and resources align with and progress toward Army People Strategy objectives and strategic outcomes.

Before his current assignment, Mr. Ritza served as an Associate Director, at the Internal Revenue Service Human Capital Office, Responsible for instituting the Employees Achieving Goals and Leadership Development Program, an innovative enterprise-wide, centrally managed career management program delivering highly effective skills and competencies critical to the IRS's 74K employees. Led and directed the strategic planning to include vision, mission, project planning, change management plan, budgeting, and goals supported by measurable objectives. He ensured human capital planning and management, including personnel staffing, development/skill training, and performance management. Accountable for the development and compliance of talent management governance, including a talent management executive board, senior management panels, and eight functional career field teams.

His earlier assignments include Deputy Chief of Staff, at the Air Reserve Personnel Center; Director of Air Force Personnel Operations Activity; Deputy Director of Personnel and Financial Management, Air Force Medical Service; and experience in acquisitions, information technology, personnel, and force development across all echelons, including Headquarters, United States Air Force.

Mr. Ritza holds a Master of Business degree in Information Technology and a bachelor's degree in economic policy from the University of Colorado. He's been awarded the Meritorious Civilian Service Award, the Exemplary Civilian Service Award, and several performance awards.


Michael W. DeYoung

Director, Career Fields, Army Civilian Career Management Activity

Mr. Michael (Mike) W. DeYoung serves as the Director, Career Fields for the Army Civilian Career Management Activity. In this capacity, he is responsible for centralized program management and oversight of the eleven Army Civilian career fields. Mr. DeYoung’s previous assignment within ACCMA was as the Director, Operations and Plans.

Prior to his assignment to ACCMA, Mr. DeYoung Served as the Career Program Manager for CP-61 (Army Historians, Archivists, and Museums Professionals). He also, concurrently served as the Army’s Program Manager for the World War One Centennial Commemoration. He was responsible for the planning, governance, and execution of the Army’s Commemorations’ programs both in the continental United States and OCONUS.

His earlier assignments include Vice President, Strategic Marketing Innovations; Chief, Army Liaison to the House of Representatives; Executive Officer, Office of the Chief Legislative Liaison; Military Assistant to the Secretary of Defense; Garrison Commander, 414th Base Support Battalion, Hanau, Germany; Deputy Chief, Army Senate Liaison and Congressional Fellow; as well as various other assignments as a U.S. Army officer, both CONUS and OCONUS.

Mr. DeYoung holds a master’s degree in national research strategy from the National Defense University, a master’s degree in systems management from the University of Southern California, and a bachelor’s degree from the College of William & Mary. He is the recipient of a number of civilian and military performance awards.


Robert J. McIlwaine

Director, Business Operations, Army Civilian Career Management Activity

Mr. Robert (Rob) J. McIlwaine serves as the Director, Career Management Support for the Army Civilian Career Management Activity. In this capacity, he is responsible for providing human resources, procurement, resource management, logistic, property management, safety, administrative and information technology support to the internal ACCMA workforce. Mr. McIlwaines’s previous assignment within ACCMA was as the Director, Human Capital and Resource Management Career Field.

Prior to his assignment to ACCMA, Mr. McIlwaine served and number of assignments in Headquarters, Department of the Army including Chief, CP10/CP50 Proponecy Office; Detailed Inspector General; Acting Chief, Pay, Benefits and Civilian Expeditionary Workforce Division; Chief, Evaluation Proponency and Communications Division; and Base Realignmnent and Closure Program Manager.

His earlier assignments include Deputy G-1, United States Army Cadet Command; Commander, Coalition Military Assistance Training Team (CMATT), Iraq; Chief, Cadet Actions & Standards Division, United States Army Cadet Command; as well as various other assignments as a U.S. Army officer.

Mr. McIlwaine holds a master’s degree in strategic studies from the U.S. Army War College as well as a bachelor’s degree from the United States Military Academy. He is the recipient of numerous civilian and military performance awards including the Meritorious Civilian Service Award and the Superior Civilian Service Award.
